How our robust evidence helped Hinckley and Bosworth Borough Council strengthen its climate policies
The big challenge
Hinckley and Bosworth Borough Council needed a robust, locally grounded evidence base to support stronger net-zero and renewable energy policies through its emerging Local Plan.
The challenge was to turn complex technical, legal and policy considerations into clear, defensible recommendations that could stand up to scrutiny and support effective decision-making.

The project created an opportunity to move beyond compliance by building a clear evidence base for low-carbon and renewable energy policies that are rooted in the local circumstances, while also aligning with national legislation and climate targets.
It also gave the council a stronger foundation for shaping ambitious, practical net-zero policy that can guide future growth and support long-term carbon reduction.
