What is PPN 06/21?

The snappily named Policy Procurement Note (PPN) 06/21 is a policy introduced by the UK government in June 2021, and it requires businesses bidding for large government contracts (typically exceeding £5 million per year) to submit a Carbon Reduction Plan (CRP) as part of their bid.

What is a Carbon Reduction Plan?

In basic terms, a Carbon Reduction Plan (CRP) quantifies all your greenhouse gas emissions and sets out when, and how, your business will reach net zero.

Bioregional has a long track record of calculating baseline carbon footprints and setting credible, science-based carbon reduction plans and net-zero pathways for organisations ranging from SMEs through to multinationals.

Most notably, we’ve supported Kingfisher group (B&Q, Screwfix, Tradepoint) by developing and monitoring its science-based carbon reduction targets across property, logistics, supply chains, and the use of its products by customers. With our support, Kingfisher group achieved a 51% reduction in scope 1 and 2 emissions in 2022/23 from its baseline year. We've been working with Kingfisher for 13 years, and we are proud to have recently won the ‘transformational partnership’ award at the Sustainability Consulting Awards 2023.

We offer a full PPN 06/21 compliance pathway that’s similar in structure to our NHS CRP support.

  • Baseline carbon footprint

We calculate your baseline carbon footprint with our full carbon accounting solution.

  • Emissions reduction glidepath

We develop your emissions glidepath and work with you to agree your carbon reduction targets

  • Ensuring compliance

We create your net-zero action plan and support you with your PPN 06/21 submission by creating a summary document that’s fully in line with the UK government’s ‘Technical standard for completion of CRPs’ specifications

  • Optional science-based targets submission

We can also support your submission to the Science Based Targets initiative (SBTi) by drafting the questionnaires and submitting them on your behalf.
